very important subject of regulating the native Population of this Colony, consisting already of about 20,000 persons, I have been led seriously to reflect in consequence of the appalling unrest. of robbery and other crimes of violence which have hitherto existed, and where the most serious example.. occurred just before my arrival, at
tready detailed in any Despatch No: 5 of the 17th May. I may observe incidentally, with reference to that point, that in consequence of a reward of 100 Dollars, proclaimed by me, for the discovery of the. offenders, one of the gang of Fraters has been The Right Honorable,
